Our Founder + CEO

Indicator Consulting was founded in 2025 by Anna Leonard, MPH to meet the growing need for adaptive, strategic consulting services in the social services and public health fields. Throughout her career she noticed a trend: organizations may have good ideas and good policy, but they struggle to implement these solutions. Public service organizations often face deeply rooted and systemic challenges that are difficult to address from the inside.

Social services organizations of all sizes should have access to high-quality, targeted external analyses and support with creative problem-solving to help them move from identifying problems to implementing effective, sustainable solutions.

Anna brings over ten years of analytical experience in both the public and private sectors, along with exceptional interpersonal skills. Her approach blends compassionate, analytical problem-solving with a people-centered perspective to deliver truly customized solutions that address the unique challenges facing each organization.

Anna received her undergraduate degree in Religious Studies from the University of Virginia in 2015. She later received her Masters in Public Health from the University of North Carolina - Chapel Hill in 2019, with a concentration in Health Behavior and community health. While in graduate school she received the prestigious David A. Winston Health Policy Scholarship award and was selected to be a Presidential Management Fellow.
