Indicator Consulting is a small, woman-owned business that provides comprehensive consulting services for organizations in the public health and social services sectors. Our services are tailored to each organization, helping to uncover the root causes of complex challenges and implement tangible, results-driven solutions. We prioritize using human-centered and analytically rigorous approaches to adapt to a quickly evolving funding and policy landscape, ensuring our clients thrive.
Our Founder
Indicator Consulting was founded in 2025 by Anna Leonard, MPH to meet the growing need for adaptive, strategic consulting services in the social services and public health fields. She recognized that many organizations face deeply rooted and systemic challenges that are difficult to address from the inside. Social services organizations of all sizes should have access to high-quality, targeted external analyses and support with creative problem-solving to help them move from identifying problems to implementing effective, sustainable solutions.

Anna brings over ten years of analytical experience in both the public and private sectors, along with exceptional interpersonal skills. Her approach blends compassionate, analytical problem-solving with a people-centered perspective to deliver truly customized solutions that address the unique challenges facing each organization.

Indicator Consulting is based in Durham, North Carolina. We are available to work with organizations across the United States using a combination of virtual and in-person engagements, in accordance with the needs of the project.

Our mission at Indicator Consulting is to empower social service organizations to achieve their organizational and policy goals by identifying root challenges, implementing creative and practical solutions, and creating lasting impact.
Our belief is that solutions to significant challenges are often already known by the people closest to the work—whether that be internal staff, community members, stakeholders, or all of the above! We are focused on leveraging existing knowledge to advance the critical missions of our clients.
